| Canada Health Infoway (Infoway) is a federally-funded, independent, not-for-profit organization whose Members are Canada's 14 federal, provincial and territorial Deputy Ministers of Health. Infoway is Canada's catalyst for collaborative change to accelerate the use of electronic health information systems and electronic health records (EHRs) across the country. Under the umbrella of the Canada Health Infoway Standards Collaborative, LOINC is used as the basis for the pan Canadian Laboratory Observation Code Database (pCLOCD). The database has been customized to meet the needs of Canadian stakeholders, following LOINC copyright rules. This nomenclature standard is intended to support the use of electronic data exchange using the HL7 v3 based lab messaging standard. Together, these nomenclature and message specifications are required to achieve an interoperable pan-Canadian Electronic Health Record and facilitate the electronic exchange of laboratory information. The pCLOCD was created using the LOINC records and attributes that specifically meet Canadian laboratory ordering and reporting requirements. In conjunction with Regenstrief, the LOINC records have been translated to French. This enables the pCLOCD to be published and maintained in both official languages. Currently, the pCLOCD includes records that cover most laboratory domains and that pertain to laboratory testing on humans and non-humans. It is being further developed to include Clinical terms that best suit the Electronic Health Record and Medication Management. The pCLOCD is being considered in many jurisdictional projects across Canada from British Columbia in the west to Newfoundland in the east. It is anticipated that this will enable LOINC to become the defacto standard in Canada for laboratory ordering and reporting.
